I found this one on r/Vexillology, but the user is gone, so I have no idea how to find them to ask permission to use the flag, or even how to credit them for the design. Their explanation of the design choice is great, too:
"I'm currently designing flags for various disabilities, and this was the first design I finished. The red and white colors are the same ones found on the canes typically used by the blind. The four dots in the center are Braille for an equals sign, and they're black because the visually impaired (but not fully blind) have an easier time seeing strong color contrast."
